With reference to my telegram No.80 of the 30th

August and your telegram in reply No. 51 of the 1st

September on the subject of Consular Invoices, I have

the honour to forward herewith copy of a letter addressed

to me by the Chairman of the British Chamber of Commerce,

Canton, giving the views of the Committee of the Chamber

regarding the serious inconvenience to merchants owing

to the absence of proper facilities for the issuance of

Consular Invoices at Hongkong.
